The Cathedral is the monolithic company, or set of companies, that runs everything. It's not evil, and its employees are rightly proud of what they accomplish, but it is misguided and authoritarian. The Protagonist frequently runs into petty bureaucracy, anti-customer secrecy or the commercialisation of services.

The Enforcers are the police and military for the Fondent region. While they are mostly paid for by the taxpayer, the Cathedral sponsors them - in exchange for the Enforcers moonlighting as the Cathedral's security guards and turning a blind eye to the Pillars' activities.
