Protesters (Scientists and Miners and others) are blocking Enforcers from accessing Candy Town because they think the Enforcers are coming to kill the Fusion tuxemon. They'll let the protagonist through, however.
Enforcers are blocking access to Wool City until the Fusion situation is sorted out.
Dialogue with the protesters communicates that in the middle of a fire drill, Greenwash (the Pillar in Candy Town) management locked all staff out of Greenwash HQ.
The striking workers think it's because GREENWASH staff had invented TUXEMON Fusion, and were going to release a paper on it.
Now they're worried that ENFORCERS have been called in to kill all the FUSIONS and shut down the program.
They'd love for you to enter, but because the front entrance is locked, you'll have to sneak through the back - where tuxemon experiments are running wild!

Event 1
When you first enter, your MUM intercepts you and gives you an XP Device.
Event 2
When Greenwash HQ is defeated and you get the Fusion Report, the Enforcers leave so the path to Wool City is no longer blocked.
